Internet without conventional networks - Device to device peer-to-peer data propagation

Can devices such as smartphones that have connection capabilities be used to continue the propagation of data and information where conventional networks do not exist or data connection fees are too high as compared to the average income? Which potential applications does such system have for developing countries?

What would be the speed of propagation and the amount of data that can go trough such networks? is it possible to model people's interaction using tools such as agent-based-models to the quantity of information that such network can transport and the patterns that will form (clusters of people that interact often which each other will form a pattern having roughly the same information while information will take more time to move from one cluster to another). What safe protocols can be used?
