Does anyone know of a digital data source of the U.S. Congressional voting records that is NOT stored within a PDF or some other digitally useless format?  I'm thinking CSV file, noSQL data store, etc...

Apologies for not responding earlier! A couple items: 

Govtrack is in the process of spinning down. At least, the individual data through the API, anyway. The services are available elsewhere, and the cost (time and money) were a bit much for the one person running it. Makes sense. He provided a great service for a long time. 

The "canonical" data for this kind of thing, according to the Political Science world, are available through VoteView.com. The votes are used to construct NOMINATE scores for legislators. The raw votes data is available here:
